Google Play Closed Testing Link Not Working? Fixes
A symptom-by-symptom guide to fixing opt-in links that say “item not found”, “not available” or do nothing at all.

Play Console gives you more than one way to say who may join your closed test. Pick an email list and you control everything inside Play Console. Pick a Google Group and you manage people in Google Groups instead. Both work, but each has its own limits and its own ways to fail. This guide compares them side by side, shows the exact rules Google documents, and gives you a simple way to choose.
Use an email list when you know your testers' addresses and the group is small and stable. Use a Google Group when people join and leave often, when somebody else keeps the roster, or when you want to message everyone through a single address. Either way, testers still need to open your opt-in link and opt in. Google explains the track options on its testing help page.
| Email list | Google Group | |
|---|---|---|
| Where you manage people | Inside Play Console | In Google Groups |
| Adding a tester | Type the address or upload a CSV | Add or approve a member in the group |
| Extra step for testers | None | Must join the group before opting in |
| Bulk upload | CSV file | Group invitations or settings |
| Risk of overwriting people | Yes, a new CSV replaces old addresses | Low. Membership is changed in the group |
| Best for | Small, known set of testers | Changing teams, communities, larger pools |
| Speed to set up | Minutes | Longer: create the group and manage membership |
| Messaging everyone | Separate sheet or chat group | Group email address |
For a typical new app you will never reach these limits. What you will hit is the 12-tester minimum, so plan the list size with a buffer. See how many testers to recruit.
The full walk-through with screenshots is in our guide to adding testers in Play Console.
| Rule | Why it matters |
|---|---|
| One address per line | Each line is read as one tester. |
| No commas | Commas break the parsing of the file. |
| Do not save as UTF-8 with BOM | Play Console does not accept it. Choose plain UTF-8 or CSV when saving. |
| Upload the whole list every time | A new upload overwrites addresses you added before. |
| Check for typos and spaces | A single wrong character means that person cannot join. |
The extra step is where most problems happen: a person opens the opt-in link, but has not joined the group, so the link will not work for them. If that happens, use the link troubleshooting guide.
| Your situation | Best choice | Reason |
|---|---|---|
| First app, 12 to 20 friends and family | Email list | Fast, nothing else to manage |
| Testers recruited from a community | Google Group | People can join themselves and you can message all |
| Company app with staff testers | Organization or Google Group | Keeps access tied to the company |
| Several apps sharing the same people | Google Group per pool | Reuse membership. See reusing testers across apps |
| Testers drop out often | Either, with a buffer | Replacement speed matters more than the tool. See what to do if testers leave |
| You buy testers from a service | Email list | The provider sends addresses or you use their list file |
After the list is right, the real work begins: keeping people opted in for 14 days. See why testers sometimes do not count. If you would rather not manage anyone yourself, we send you a ready tester list and handle the opt-in.
Yes. On the Testers tab you can select email lists, Google Groups and organizations together. Testers who appear in any of them can join.
Google allows up to 200 email lists of up to 2,000 users each in Play Console, and up to 50 lists can be selected per track.
Google says uploading a CSV file overwrites any email addresses you previously added. Always upload the complete list.
One email address per line, no commas, and not UTF-8 with BOM, which Play Console does not accept.
Yes. Google says that if you use a Google Group, members must join the group before they can opt in to the test.
For a small test, an email list is simpler: add the addresses, share the link and you are done. A Google Group helps when people come and go often or when you want to manage membership outside Play Console.
